History
The Consortium for Learning (CfL) was created in May 2002, supported with funding provided by the Learning and Skills Council (LSC) Humberside. The original purpose of the organisation was to support and represent the local network of LSC-funded Work Based Learning (WBL) Providers delivering training and development to young people including Apprenticeships and Entry to Employment (E2E).
CfL entered into contracts with the LSC and other organisations to complement its core activity of promoting WBL and supporting the network. An issue began to emerge where CfL managed contracts for delivery by members of the WBL provider network, which could potentially impact on the effectiveness of the original role of CfL as a network support and representative organisation. This led to the creation of the wholly owned subsidiary of CfL, Avant Partnership and CfL adopted Charitable Objectives with all non-charitable activity transferring to Avant partnership.
CfL applied to the Charity Commission for Registered Charitable status and the commission has confirmed the success of the application.
The following outline the charitable objectives of CfL:
§ Improving access to and increasing participation in Work Based Learning opportunities for young people to encourage engagement and participation in learning post-16;
§ Raising the profile of Work Based Learning, Apprenticeships and such other vocational training with colleges, schools and other educational institutions to increase awareness;
§ Acting as a representative and resource for Work Based Learning providers in the Humber sub-region, promoting good practice and continually improve the quality of WBL provision
